History

Our company’s origins date back to 1990 when the firm Construction Costs Services was incorporated in response to the growing need in the construction industry for experienced professionals trained and skilled in value techniques. CCS also had envisioned an increased involvement of the user and design team in value studies and to apply the value techniques earlier in the design process, both relatively new concepts in the construction sector at that time.

The original firm was owned a third each by Nicoloff and Associates (architects), Walter Klein, Inc. (electrical engineer), and Value Analysis, Inc. (value engineering consultants). In 1995, Terry Hays (former vice president of VAI) acquired sole ownership of CCS. At that time, the corporate name was changed to Value Management Strategies, Inc. to better reflect the focus of the business – value management – versus simply cost reduction. In 1999, VMS expanded outside of California when it acquired the Portland, Ore.-based VE consulting firm Consulting Value Specialists, Inc. Since 1995 VMS has grown from 1 employee to over 20 and maintains its headquarters in Escondido, California, with offices nationwide.

Today, VMS is North America’s largest firm specializing exclusively in value management and risk management services, with 10 Certified Value Specialists (CVS®) on staff.
